I would like to encourage these people to begin respecting the leash law. If they will think about it, they will understand why keeping a dog on a leash is a good idea. For one thing, dogs on a leash won't be able to leave unwelcome messes in innocent neighbors' yards. Also, some of our neighbors are frightened of dogs. None of them should have to be afraid to go out for an evening walk if they want to. Most important, dogs on a leash can't run out into the street in front of cars.
