Definition of a Complete Sentence
A complete sentence must have a subject and
predicate and express a complete idea.
You can write a complete sentence with just two
words in it: 1) a verb that expresses an action or a
state of being, and 2) a noun that performs the
action.

EXAMPLE:
Eagles swooped.
What is the action? swooped
swooped is the predicate.
What performs the action? Eagles
Eagles is the subject.

Answer:To be a predicate, a verb that ends in -ing must ALWAYS have a helping verb with it.  An -ing verb WITHOUT a helping verb cannot be a predicate in a sentence.
