When people got lucky, they called it fate, or that they had the favor of the god/God/god(s). In the 1700s, the first algae bloom was reported. Of course, they didn't have enough information on the matter and tried to blame it on something. If they saw it again, they might take it as a bad omen and immediately report it. This would increase the percentage of blooms reported that happened around the civilization.
