He was so effective at diplomacy and war that by 1755 BCE, he had united all of Mesopotamia under the rule of Babylon. At this time, Babylon was the largest city in the world. He created a powerful empire by extending Babylon's control over Mesopotamia through series of wars against neighboring city states in Mesopotamia. He was an efficient ruler. He created stability after turbulent times and transformed disconnected city-states into an empire that spanned the fertile crescent of Mesopotamia. Hammurabis law codes are a well-known example of the many policies he implemented to maintain peace and encourage prosperity. Hammurabis Code (also referred to as the Code of Hammurabi) is the earliest known example of written laws. A list of laws is called a law code. Hammurabi was the king of Babylonia which was located in the Fertile Crescent (also referred to as Mesopotamia). is law code was written around 1780 B.C.E. and was found by archeologists in 1901 C.E. Hammurabi had stone carvers create eight foot tall pillars called steles on which the code was written. The pillars were placed throughout Babylonia to make the laws clear to inhabitants and visitors.
